If you want something important to get done, give it to somebody who's always busy [Dilbert]

I heard the above tip in a time management course many years ago. This may sound counter-intuitive to many people, and you have to be careful about how you use this advice. It's not necessarily the people who always complain that they are busy you need to look for, it's the ones you know are always "doing something important". So, Dilbert's assessment below about the guy who takes on the work too readily is a little narrow-minded, but there can be some truth in it.
It could be that finding somebody to help you - for example putting together a security program - is easy. But they probably shouldn't be people who have nothing to do, unless they are keen new employees you can mold into something productive. Otherwise, you might find yourself "babysitting" more often than you expected. If they've been with the organization for a significant period of time, and still aren't busy, that can be a bad sign.
It should make you feel much better if the person tells you what they currently have on their schedule, and looks for a way to fit your work in. Then, you can expect that they will find a way to make it happen.
As a team member on the other side of this conversation, you can also think about this when deciding what work to take on, as it will help your career to have a record of being able to juggle many things well. Don't shy away from responsibility. It will help you in getting a reputation for being ready, willing and able. But work smart to get things done in a timely manner, and make sure people know about your successes.
